Economic Development Advisory Committee - Commercial Member

The mandate of the Economic Development Advisory Committee is to provide advice and recommendations to Council and Administration on economic and business development matters in Spruce Grove.

Qualifications

Commercial member applicants must own a Home-Based business, Retail business, or Professional Services business based in the City of Spruce Grove, and hold a valid City business licence
Diverse knowledge of the Spruce Grove commercial sector
Understand business and economic development issues affecting Spruce Grove

Members of Economic Development Advisory Committee are typically appointed to an initial term of up to three (3) years. Members may be reappointed for up to one (1) additional term.

Policing Committee

The City of Spruce Grove is seeking a youth member (between the ages of 16 and 24) with a passion for public safety. The mandate of the Policing Committee is to provide advice to the Officer in Charge (OIC), Council, and Administration on policing matters.

In order to fulfill its mandate, the Committee may:

Oversee the administration of the Municipal Police Services Agreement;
Represent the interests and concerns of the public and Council to the OIC;
Develop a yearly plan of priorities and strategies for municipal policing in consultation with the OIC;
Develop a Community Safety Plan, including a plan for collaboration between the community and community agencies; and
Provide assistance and input within the RCMP selection process for the OIC.

Qualifications

Youth resident of the City of Spruce Grove between the age of 16 and 24, as of September 1
Excellent communication skills
Enhanced security check as required by the Police Act and Regulations of the Government of Alberta

Time Commitment

The Policing Committee meets once per month with the exception of July, August, and December.

Term of Appointment

Members of the Policing Committee are typically appointed to an initial term of up to three (3) years. Members may be reappointed for up to two (2) consecutive terms.

Spruce Grove Library Board

The City of Spruce Grove is seeking individuals passionate about public library service. A library board member is a trustee. A library operates for the benefit of the public and a library trustee is therefore required to act in the public interest.

Carrying out this duty requires the library trustee to help develop and deliver essential library services that meet the needs of the community by:

Advocating on behalf of the library and communicating the value of public libraries to funders, decision makers, and the general public;
Securing adequate funding for library operations;
Ensuring the library is responsive to the needs of the community; and
Providing governance and oversight (while leaving management to library staff).

Qualifications

Resident of the City of Spruce Grove
Strong interest in and commitment to community involvement
Clear understanding of processes that produce results that meet the needs of an organization while making the best use of resources (good governance), particularly in the not-for-profit context
Experience in advocacy
Experience with developing sets of ideas or plans that is used as a basis for making decisions (policy development) is an asset
Knowledge of the Libraries Act, Library Regulation, and Best Practices for Libraries in Alberta

Time Commitment

The Spruce Grove Library Board meets once per month with the exception of July, August and December.

Term of Appointment

Members of the Spruce Grove Library Board are typically appointed to an initial term of up to three (3) years. Members may be reappointed for up to two (2) consecutive terms.

Youth Advisory Committee

The Youth Advisory Committee provides youth an opportunity to engage in the community to accurately represent a youth perspective on a variety of municipal issues and provide recommendations to Council on these issues. The committee is responsible for coordinating youth specific initiatives that profile local youth issues, develop relationships with partners addressing youth issues, provide recommendations to Council on matters that directly impact the youth, offer a youth lens on youth-oriented City programs and services and consult with Administration to support youth initiatives.

Qualifications

Youth resident of the City of Spruce Grove between the age of 12 and 18, as of September 1
Interest and commitment to enhance youth events in the City
Willingness to create an environment where youth feel empowered and comfortable to share ideas

Time Commitment

The Youth Advisory Committee will meet approximately once per month with the exception of July and August. The Committee holds youth led events as scheduled.

Term of Appointment

Members of the Youth Advisory Committee will be appointed to a term of one (1) year and automatically renew for one (1) year until age of Committee majority or up to a maximum of three (3) terms, pending agreement of the youth member.

Bursary

Youth Members who fulfill their commitment to the Committee as outlined the Youth Advisory Committee Bylaw, will be awarded a $500 bursary after the end of the appointment and upon registration in a Certification Program. Youth Members are entitled to only one bursary.

Subdivision and Development Appeal Board

The Subdivision and Development Appeal Board (SDAB) is a quasi-judicial board that plays an important role in helping the City of Spruce Grove meet its obligations under the Municipal Government Act and the City’s Subdivision and Development Appeal Board Bylaw. As a board member you will be responsible for hearing appeals from persons affected by a decision of the Development Authority and/or the Subdivision Authority under the Land Use Bylaw, and renders a decision based on the evidence presented at the hearing. The SDAB consists of a minimum of three (3) members.

Time Commitment

The Board hearings are based on appeals received by the City and must be held within 30 days of the receipt of an appeal. Some years have fewer appeals than others and some months may have more than one appeal. Hearings are typically held on Wednesday evening, starting at 6:30 p.m.

Board Honorarium

Appointed members of the SDAB will receive an honorarium per hearing date of $100 for a half-day (less than four hours) or $200 for a full-day (more than four hours). The Chair will receive an additional $50.

Members are typically appointed to an initial term of up to three (3) years. Members may be reappointed for up to two (2) consecutive terms.

Community Services Advisory Committee

The City of Spruce Grove is seeking public members and a youth member (between the ages of 16 and 24) to join the Community Services Advisory Committee. The mandate of the Community Services Advisory Committee is to provide advice and recommendations to Council on a range of community safety, recreation, culture, and social issues impacting the City. Members of the Committee work together to meet the mandate set by bylaw.

In order to fulfill its mandate, the Committee may:

Review, comment, and recommend policies to Council;
Advise on opportunities for coordinating and streamlining activities and programs;
Consult with community groups and interested citizens as the Committee considers appropriate; and
Participate in reviewing, recommending, and approving grants as per the City’s Civic Grant Policy.

Qualifications

Resident of the City of Spruce Grove
Youth member must be between the ages of 16 and 24, as of September 1
Demonstrated interest in community safety, recreation, culture, and social issues affecting Spruce Grove
Excellent communication skills

Time Commitment

The Community Services Advisory Committee meetings will occur monthly.

Term of Appointment

Members are typically appointed to an initial term of up to three (3) years. Members may be reappointed for up to two (2) consecutive terms.

Council Remuneration Review Advisory Committee

The Council Remuneration Review Advisory Committee reviews and provides advice and recommendations to Council on remuneration, including salaries, benefits, honorariums provided to Council and on any adjustments to Council remuneration that is deemed appropriate by the Committee.

Resident of the City of Spruce Grove and meeting eligibility requirements of an elector pursuant to the Local Authorities Election Act

The Committee will meet on average once a week over a few months in late winter and/or early spring 2027 to review and consider information that will form a final report to Council.
