Recreation and Culture fee review
As Spruce Grove grows, the City reviewed how recreation and culture facilities are priced and booked. The goal is to create a fair, clear, and sustainable framework that meets community needs for inclusive, accessible, and affordable opportunities, particularly among youth.
The review was conducted to address policies and procedures that have been in place for over a decade, with the consideration of new facilities, increasing operational pressures and costs, population growth, and emerging community activity interests. The goal was to develop a modern, benefits-based framework that ensures fair and equitable access, supports community well-being, and aligns with best practices in municipal service delivery.
Fees and Charges Framework
The City's Fees and Charges Framework uses a benefits-based approach to set fees and charges. This means services that benefit the whole community receive more tax support, while services that mainly benefit individuals are more user-funded. Fees are based on the true cost of delivering each service, using a standard method to ensure pricing is fair and consistent. User categories have also been simplified, such as youth, non-profit, and for-profit groups, to make the process easier to understand and manage.
Facility Allocation Framework
The Facility Allocation Framework focuses on fair and transparent access that reflects community values. Clear guidelines are used to prioritize space, with City programs and local youth groups given first consideration, supported by data on facility use and community needs. The approach also encourages flexibility and collaboration so space can be adjusted as demand changes.
