City Council approves 2026-2028 Budget and Fiscal Plan
City Council is pleased to present the 2026–2028 Budget and Fiscal Plan (formerly called the Corporate Plan), which invests in areas that are important to Spruce Grove residents, including improvements to transit reliability, core City services, and community safety.
The budget, which includes a 4.68 per cent tax increase, supports growth while also strengthening the City’s existing services. It was approved by City Council during the December 8, 2025, Council meeting.
“This budget strikes a balance between making necessary investments in our community, while also considering the pressures that are facing many of our residents,” said Mayor Jeff Acker. “We’re making meaningful enhancements to our existing programs and services, while also investing in key areas that support ongoing growth and development.”
Highlights from the budget include:
- In February, on-demand transit service will expand to include service on Sundays (within Spruce Grove boundaries), and two additional on-demand buses will operate during peak hours.
- Starting in April, the Eco Centre’s operating hours will extend to include Sundays, which means the facility will operate seven days a week.
- As of April, the Community Outreach Program will operate on a permanent basis.
- Starting in fall of 2026, snow and ice removal timelines will be reduced, so parking lots and residential roads will be cleared more quickly.
- Additional RCMP officers, Peace Officers, and an additional Fire Prevention Officer will be hired to support community safety.
- A placeholder for a discussion in early 2026 around a new aquatics facility for Spruce Grove.
- A commitment to continue exploring options for Horizon Stage to operate as a stand-alone facility after construction of the new Spruce Grove Composite High School is complete and the current school is demolished.
- The Golden Spike Road and Diamond Avenue intersection reconfiguration is expected to be completed by December 2026.
- The Boundary Road project, which connects Highway 16A with Grove Drive, is expected to be completed by December 2026.
For the average residential property with an assessed value of $429,708, the 4.68 per cent tax increase represents a monthly increase of $11.02. Of the 4.68 per cent tax increase:
- 01 per cent supports the maintenance and expansion of City services.
- 67 per cent is dedicated to support the hiring of additional RCMP officers.
- 0 per cent funds the repair, maintenance, and replacement of existing City capital assets, which is part of a funding strategy that was approved by Council in 2021.
The budget also includes no change to water and solid waste fees. Sanitary sewer fees are increasing by $1.27 per M3 (this includes a rate increase from Arrow Utilities) and stormwater fees are increasing by $1.89/month for residential properties.
