Budget and Fiscal Plan
Spruce Grove is one of the fastest growing municipalities in Alberta, with over 40,000 people now calling us home. While it’s exciting to be part of a growing municipality, it also adds pressure to maintain infrastructure and service levels. We remain committed to exploring new strategies and adjustments to ensure that services can be maintained effectively while also investing in and serving our community. The Proposed 2026-2028 Budget and Fiscal Plan (formerly the Corporate Plan) aims to balance fiscal sustainability with the opportunities that come alongside a growing and developing city.
Proposed 2026 Budget Highlights
The Proposed 2026 Budget Highlights document is now available to view. It contains an overview of the City’s programs and services, and the utility rates and property taxes City Administration is proposing to Council to deliver those programs and services.
Proposed 2026-2028 Budget and Fiscal Plan
The Proposed 2026-2028 Budget and Fiscal Plan will be presented to Spruce Grove City Council during a series of Governance and Priorities Committee meetings on November 17, November 18, November 19, and November 20, 2025. Please note that the GPC meeting on November 20 will only take place if additional time is needed to review the proposed agenda.
Following input from the Committee, Administration will bring forward the final 2026-2028 Budget and Fiscal Plan to Council for approval on December 8, 2025.
Ask a question about the Budget and Fiscal Plan
Members of the public may participate in the public question and answer period to ask a question about the Proposed 2026-2028 Budget and Fiscal Plan by registering at cityclerk@sprucegrove.org or by calling 780-962-7615 before noon on November 17 to ask a question in person. When registering, please provide the question you intend to ask. Alternatively, residents can submit a question to be asked on their behalf by emailing cityclerk@sprucegrove.org until the public question and answer period is complete.
In-person attendees will have two minutes to ask their question. One question per person is permitted, and if a question has already been asked, another individual cannot ask the same question. Questions may be answered during the meeting or may be referred to Administration for further research. In all cases, you will receive a reply.
