Sanitary sewer rate increase supports necessary wastewater infrastructure improvements
To ensure the City of Spruce Grove’s sanitary sewer (also called wastewater) utility system remains safe and reliable, residents and businesses will see an increase to this utility rate starting with their February bills (based on January consumption).
This increase will support necessary infrastructure improvements to ensure wastewater continues to be treated safely and responsibly and is an important investment in a service that is used daily by residents.
The increase is a combination of a rate adjustment by ARROW Utilities and a rate adjustment by the City of Spruce Grove that was approved as part of the 2026–2028 Budget and Fiscal Plan, which prioritizes a balance between necessary investments and fiscal responsibility.
ARROW Utilities is the regional commission that provides wastewater treatment services to Spruce Grove and several other Edmonton-region municipalities. To support infrastructure improvements and large capital projects, ARROW Utilities is increasing its rate by $0.70 per cubic metre (m³).
Additionally, to address local operational and infrastructure needs, the City is increasing its sanitary sewer rate by $0.57/m³ to ensure wastewater continues to be treated safety and responsibly.
This will result in a combined sanitary sewer rate increase of $1.27/m³ and as a result, the sanitary sewer rate will rise from $2.72/m³ in 2025 to $3.99/m³ starting January 1, 2026. This increased rate is only used to operate, maintain, and upgrade the system to ensure it remains reliable and effective in the face of growing demand.
The impact on individual utility bills will vary, as sanity sewer is based on water usage so the total monthly cost will depend on household consumption.
Water rates remain unchanged at $5.13/m³, and solid waste fees are also unchanged. Stormwater fees are increasing separately by a flat rate of $1.89/month for residential properties.
