What is a Strategic Plan?
A Strategic Plan is Council's roadmap for the current term of office. It sets the priorities and direction that guide City Administration in their day-to-day work and longer-term planning. It is the highest level of Council's decision-making, sitting above the Budget and Fiscal Plan, internal corporate plans and department business plans, all of which flow from and connect back to it. Some actions in the plan are immediate; others lay the groundwork for future Councils and generations of residents. The Strategic Plan is a living document, reviewed annually to ensure it stays relevant as our community evolves.
About the draft 2026-2029 Strategic Plan
The draft 2026–2029 Strategic Plan was built differently than plans of the past. Rather than starting in a boardroom, it started on the campaign trail. During the 2025 municipal election, candidates heard directly from residents, business owners, and community members about what is working, what is missing, and what matters most in Spruce Grove. When Council came together after the election, those conversations became the foundation for this plan.
From that community input, Council and Administration shaped four themes that reflect Spruce Grove's shared priorities.
Priority themes
This theme is about designing parks, public spaces, and neighbourhoods that are thoughtful, functional, and enjoyable for people of all ages. It includes plans for recreation, arts and culture, and community safety to keep Spruce Grove active and vibrant. Most importantly, it is about creating the everyday spaces and connections that help residents belong, thrive, and feel proud to call Spruce Grove home.
This theme is about making it easier for residents to stay informed and understand how City decisions affect their community. It focuses on better storytelling, updated digital tools, and a more proactive approach to sharing news and progress. The goal is a City that communicates openly and keeps residents connected to the people and decisions that shape where they live.
This theme is about creating more jobs and business opportunities in Spruce Grove, including expanding industrial land and bringing more life to the City Centre. It supports local businesses, attracts new investment, and looks for ways to connect people with meaningful work close to home. The goal is an economy that reflects our community values and helps Spruce Grove grow forward.
As a growing city, many of our biggest challenges and opportunities require working together with other municipalities, higher levels of government, and community organizations. This theme focuses on building a clear plan for advocacy, strengthening regional relationships, and meaningfully engaging with groups like seniors, youth, and urban Indigenous communities. Strong partnerships help make sure Spruce Grove has the support and resources needed to grow well and serve residents for years to come.

Before Council formally approves the plan, they want to make sure it reflects what matters most to residents. The survey is your opportunity to confirm the plan is on the right track, or to flag anything that you feel is missing. Feedback will be reviewed and considered before it goes to Council for approval early this summer.
The final 2026–2029 Strategic Plan is expected to be approved by Council and released publicly in summer 2026.
The plan was developed over a series of strategic planning retreats attended by both Council and the City’s Corporate Leadership Team. It is based on what Council heard from residents during the 2025 municipal election campaign. City Administration then worked with Council to translate those community priorities into four themes with various goals and actions. After public feedback is received, Council will provide final direction on changes to the draft plan which will then be finalized and formally approved by Council this summer.
This plan is intended to be a roadmap for realizing Council’s shared goals for the community. New challenges, opportunities and issues will emerge during this timeframe, and the strategic plan will be reviewed on an annual basis to ensure it continues to reflect the needs of the community. A new plan will be created in 2030 after the civic election in 2029.
The 2022–2025 Strategic Plan was organized around four themes: Community Connections, Environmental Sustainability, Economic Prosperity, and Governance in Action, which reflected the priorities shared by the community during the 2021 election. The new draft plan reflects updated community priorities as heard during the 2025 election. It is organized around Building Community, Communications Excellence, Economic Opportunity, and Strategic Partnerships.
