Public Hearing and Second Reading: Bylaw C-1066-19 East Pioneer Area Structure Plan Amendment and Bylaw C-1065-19 Municipal Development Plan Amendment Easton Neighbourhood
A public hearing was held for Bylaw C-1065-19 and Bylaw C-1066-19. If approved, Bylaw C-1065-19 would remove reference to an urban village from various sections of the Municipal Development Plan (and mapping). Bylaw C-1066-19 would replace the current urban village and mixed use area with various commercial and residential land uses.
Later in the meeting, council gave second reading to both bylaws: Bylaw C-1065-19 and Bylaw C-1066-19.
Certificate of Recognition – Spruce Grove Specialized Transit Service Board Members
City Council presented Dick Lutz and Sandra Clarke with Certificates of Recognition for their service on the Spruce Grove Specialized Transit Service Board.

2019–2021 Corporate Plan Implementation Update
City Administration provided City Council with an update on the 2019 initiatives approved in the 2019–2021 Corporate Plan.
2019 Third Quarter Financial Statements
City Council received the 2019 Third Quarter Financial Statements as information. The City publishes quarterly financial statements to allow for routine monitoring of financial activities.
Bylaw C-1015-17 Land Use Bylaw Amendment – Redistricting Legacy Park Stage 4 – Third Reading
Council gave third reading to Bylaw C-1015-17, redistricting 8.69 hectares of land in the West Central Area Structure Plan from Urban Reserve District (UR) to Vehicle Oriented Commercial District (C2).
Bylaw C-1082-19 Emergency Management Bylaw – Third Reading
Council gave third reading to Bylaw C-1082-19, ensuring the City’s emergency management bylaw complies with new regulations outlined in the Alberta Emergency Management Act and the Local Authority Emergency Management Regulation. These regulations come into effort on Jan. 1, 2020.
Bylaw C-1093-19 2020 Fees and Charges Bylaw – First and Second Reading
Council gave first and second reading to Bylaw C-1093-19, which outlines the proposed 2019 fees for water, wastewater and waste management, transit, cemetery and Tribute Park, fines and penalties and other administrative services. The bylaw will return for third reading during a future City Council meeting.
Sale of Land: Surplus Road Right-of-Way
Council approved the sale of 4.32 acres of surplus road right-of-way along the north side of Highway 16A and Jennifer Heil Way to the quarter section line.
