Bylaw C-1080-19 – Land Use Bylaw Amendment – 17 Golden Spike Road – Public Hearing, Second and Third Readings
A public hearing was held for Bylaw C-1080-19, which proposed to redistrict 6.25 hectares of land within the East Campsite Business Park Area Structure Plan from Urban Reserve District to General Industrial District. Later in the meeting, Council gave second and third readings to the bylaw, approving the redistricting of this land.
Representatives from the Spruce Grove Public Library Board provided an update of the library’s activities and made their 2020 budget request.
Administration presented a status report on the implementation of the 71 initiatives that were approved for 2019 by City Council in the 2019–2021 Corporate Plan.
Council gave second and third readings to Bylaw C-1078-19, approving the City’s Off-site Levy Bylaw. The City conducts an annual review of the off-site levy rates and have updated the rates for 2019 using the CORVUS model.
Council gave second and third readings to Bylaw C-1087-19, approving the borrowing of up to $1 million for local roads projects in 2019.
Council gave first reading to Bylaw C-1086-19, which proposes amendments to the Fees and Charges Bylaw. The bylaw will return to council for second and third reading at a later date.
Administration provided council with information regarding adult drop-in sport activities coordinated and delivered by Recreation Services. An interim delivery plan for the continuation of programming for the 2019–2020 season was received as information.
Council directed Administration to research the potential to ban the practice of conversion therapy in Spruce Grove. Administration is expected to present a report to council by Oct. 15, 2019.
