Council approved the Sept. 10, 2018  , Regular Council meeting minutes and the Sept. 17, 2018  , Committee of the Whole meeting minutes. 

Sturgeon River Watershed Alliance Presentation

AnnLisa Jensen, Chairperson and Leah Kongsrude, Executive Director with the Sturgeon River Watershed Alliance Presentation, presented Council with an update on the Alliance and completion of an Integrated Watershed Management Plan for the Sturgeon River  

Spruce Grove Specialized Transit Service – 2019 Budget and 2017 Annual Report

Representatives from the Spruce Grove Specialized Transit Service presented STS’s audited financial statements for the year ending Dec. 31, 2017  , as well as its 2019 budget   and request for funding.

Council updates
  • Councillor Oldham provided Council with a TransAlta Tri Leisure Centre Board update.
  • Mayor Houston provided Council with a Capital Region Waste Water Commission update.
  • Councillor Gruhlke provided Council with a Capital Region Parkland Water Services Commission update.
Corporate Communications Awards

Council recognized the City’s Corporate Communications department for receiving a first place Savvy Award for the Canada Day Celebration website, and a third place Awards of Excellence for the 2017 municipal census communication campaign. Both awards were presented to the city at the City and Council Communications and Marketing Association annual conference in Milwaukee, Wis., in September 2018. 

Online Public Engagement Platform

City Administration presented Council with information pertaining to a new online public engagement platform, Connect Spruce Grove  , which was introduced to the community on Sept. 25. 

Bylaw C-1047-18 – Consumption of Cannabis in Public Places Bylaw – Third Reading

Council gave third reading to Bylaw C-1047-18  , which establishes regulations related to cannabis consumption in public.

Bylaw C-1053-18 – Smoking Bylaw – First and Second Reading

Council gave first and second reading to Bylaw C-1053-18  , which proposes amendments to the smoking bylaw related to cannabis consumption. The bylaw will return to Council, with additional proposed amendments, for third reading at a later date.
