Council Updates
Councillor Rothe updated Council on the Yellowhead Regional Library Board, including the appointment of Karla Palichuk as Director and the approval of its 2019 budget.
Bylaw C-1055-18 – 2019 Fees and Charges Bylaw – First and Second Reading
Council gave first and second reading to Bylaw C-1055-18 , which proposes 2019 fees for water and wastewater services, waste management, penalties, fines assessment complaints, cemetery, tribute park transit and other administrative general services.
Bylaw C-1056-18- Cemetery Bylaw – First and Second Reading
Council gave first and second reading to Bylaw C-1056—18, which updates the Cemetery Bylaw to allow for the sale of interment rights for space within a columbarium.
Annexation Negotiation Protocols
The purpose of this report is to seek Council's ratification of the Annexation Negotiation Protocols to be followed during the annexation negotiations between the City of Spruce Grove and Parkland County. The goal of the annexation negotiations is to achieve a mutually agreed, collaborative annexation application that meets the strategic interests of both the City of Spruce Grove and Parkland County to the greatest extent possible.
Support for Extended Producer Responsibility
Council passed a motion to provide a letter of support to the Government of Alberta for the establishment of an Extended Producer Responsibility Program. This supports the Edmonton Region Waste Advisory Committee’s advocacy efforts.
2019 Council Remuneration Task Force
Council approved the creation of a task force to review Council remuneration for the 2021 to 2025 term as well as the existing term. The task force will review the impact of the federal government's change to municipally elected officials taxable income and the consideration of the creation of a parental leave bylaw for Council. Recommendations will be brought to Council for review once the work of the task force is complete.
Heritage Grant Program for the Nelson Homestead
Council approved a heritage grant to Danielle and Wilson Nelson to support them in servicing the McLaughlin/Nelson homestead. Additionally, administration will develop a Heritage Grant Program for other heritage properties in Spruce Grove.
Mayor and Council Levee
Council approved that administration will bring forward a report on the estimated cost and options associated with hosting a Mayor and Council levee in January 2019. A Mayor and Council Levee is an informal social where residents are encouraged to drop in and meet and mingle with Council.
