March 11, 2019 Regular Council Meeting Minutes and March 18, 2019 Committee of the Whole Meeting Minutes

Council approved the March 11, 2019 Regular Council meeting minutes and the March 18, 2019 Committee of the Whole meeting minutes.

Bylaw C-1051-18 – Land Use Bylaw Amendment Redistricting Fenwyck Stage 5

Council received the report on Bylaw C-1051-18, an amendment to the Land Use Bylaw changing 21.17 hectares of land, located south of the Fenwyck neighborhood, from Urban Reserve to Natural Areas District.

Later in the meeting, Council gave second and third reading to the bylaw, approving the updates.

Bylaw C-1065-19 – Municipal Development Plan Amendment Easton – First Reading

Council gave first reading to Bylaw C-1065-19, an amendment to the Municipal Development Plan proposing the removal of the Urban Village land use from both the text of the document and the associated mapping.  The bylaw will return to Council for a second and third reading at a later date.

Bylaw C-1066-19 – East Pioneer Area Structure Plan Amendment Easton Neighborhood – First Reading

Council gave first reading to Bylaw C-1066-18, an amendment to the East Pioneer Area Structure Plan, removing the Mixed Use land and replacing it with a mix of commercial, low to medium density residential and medium to high density residential. Other changes include the relocation of a storm water management facility, the introduction of the Easton Natural Area, and the identification of a central Park/Open Space in the Easton neighborhood.

Bylaw C-1054-18 – Council Procedure Bylaw Amendment – First and Second Reading

Council gave first and second reading to Bylaw C-1054-18, an amendment to support Council's direction to record all votes made in Council and Committee of the Whole meetings and to provide opportunities to make more effective use of Committee of the Whole. The bylaw will return to Council for a third reading at a later date.

Yellowhead Regional Library Member Levy

Council was informed of the Yellowhead Regional Library’s levy increase per capita for 2020 and 2021.

Automated Traffic Enforcement

Council approved seven of the eight recommendations and amendments regarding Automated Traffic Enforcement program that were discussed at the March 18, 2019 Committee of the Whole meeting.

Administration will return to Council at a later date with more information about recommendation seven regarding the allocation of Automated Traffic Enforcement Revenue.
