Mayor Houston congratulated former Councillor Searle Turton as the newly elected MLA for the Spruce Grove – Stony Plain Riding and presented him with a certificate of recognition granting him Freedom of the City.
Mayor Houston thanked Robert Cotterill, City Manager for his years of service with the City and presented him with a plaque in recognition of his upcoming retirement on May 3, 2019.

Council approved the 2018 consolidated financial statements prepared by Administration and audited by KPMG LLP.

Municipal By-election Update
City Manager Cotterill advised Council that a municipal by-election will be held as a result of Councillor Turton’s resignation from Council.
Bylaw C-1062-18 - Pioneer Lands ASP Amendment - Greenbury Residential and Transit Station - Third Reading
Council gave third reading to Bylaw C-1062-18, an amendment to the Pioneer Lands Area Structure Plan – Greenbury Residential and Transit Station.
Council gave first reading to Bylaw C-1074-19, to establish a plan for the effective and managed redevelopment of Spruce Grove’s City Centre.
Council gave second and third reading to Bylaw C-1064-19, finalizing the process of authorizing the municipality to enter a new natural gas franchise agreement for the purpose of changing the method of collection of franchise fees and increasing the rate as approved in the 2019 - 2021 Corporate Plan.
Council gave first and second reading to Bylaw C-1076-19, authorizing the 2019 rates of taxation.
