Compliance Requests


When you are selling your home you may be asked to provide a real property report with compliance as a condition of sale. As a service to the community, the City of Spruce Grove will provide the property owner with a review of the property file to ensure that all development meets Land Use Bylaw, Safety codes and lot grading requirements. 

Upon receipt of your compliance request, a Development Officer will review the application together with the City property files and Land Use Bylaw to ensure that there is total compliance. This means that all the existing developments on the property have the required city permits and that there are no outstanding orders or deficiencies relating to development permits or safety code permits issued.

Compliance review includes a thorough file review of all development approvals, safety codes permits (building, gas, plumbing and electrical) and lot grading.

A total compliance will consist of a RED complete certificate stamp located on a copy of your real property report. If your property does not comply, a compliance will NOT be issued. In place of the compliance certificate stamp, you will receive a letter stating all facts, findings, shortcomings, and the City's position. You may be required to take corrective action as directed by the City.

If there are issues relating to outstanding inspections or Safety Code deficiencies noted on the Final Compliance, the applicant may attend to rectifying these issues and request an updated compliance (re-stamp) within 6 months of the date of the letter, for the fee indicated below.

First, you must contact an Alberta Land Surveyor External to have a Real Property Report prepared.

To process a compliance request, the City of Spruce Grove requires the following:

  1. Completed Compliance Application PDF
  2. Three original Real Property Reports or Surveyor's Certificates (no more than 5 years old or between 5 and 10 years accompanied by an affidavit testifying that there have been no changes made to the property since the Surveyor's Report. After 10 years the City requires that a new survey be completed);
  3. Copy of a title search or certificate of title no older than three months; and
  4. Proof of property owner approval - this can be provided in two ways:

Fees - All fees are per unit 
Compliance review includes details related to safety code history (if any). 
This fee also applies to individual residential condominium units.
File review - non-residential (commercial / industrial / industrial / multifamily) - searches for environmental assessments, safety codes history, etc. $50 / hr (minimum 2 hours)
Non-residential (commercial / industrial / industrial / multifamily) - zoning verification letter.  Does not include safety codes summary $200 (no GST)
Residential (10 day service) $125 (no GST)
Residential (3 day service)             $200 (no GST)
Re-stamp (3 day or 10 day service) 50% of the applicable fee
