Your Bright Future - New Community Plan
The City of Spruce Grove adopted Your Bright Future: Municipal Development Plan 2010 -2020, on July 12, 2010. Your Bright Future outlines a community vision and guides how the city grows and develops. Its outcomes will impact your community and your quality of life. With the adoption of this plan, the former Municipal Devleopment Plan (Bylaw C-327-98) is rescinded.
Factors considered include:
- Housing styles and densities
- Culture and heritage
- Parks and recreation
- Community and neighbourhood design
- Economic development
- Affordability
- Environmental stewardship
- Transportation systems
- Community sustainability
- Spruce Grove’s future
This plan allows Spruce Grove to build on its past and become a sustainable forward looking community.
Public Input
Thanks to all everyone who participated. Your input will help shape Spruce Grove's Future!
The City and the community worked together to develop and refine this plan. Consultations started in spring 2008 with SpruceGroveQuest a major community visioning and values exercise. Three workshops hosted over 130 people and over 500 participated in a web-based survey. Other formal consultations included:
- Open house on initial direction of Sustainable Spruce Grove (February 2009)
- Two workshops and a web survey on policy details (April 2009)
- Session with the City's Youth in Action group (April 2009)
- Two open houses on draft plan (September 2009)
- Public Hearing (September 2009, May 2010)
Together these consultations had over 850 responses. A website offered the opportunity to learn about the plan. Also, informal input was received outside these sessions. Appendix D
provides a summary of input received.
The majority of public consultations were conducted by an independent consultant to foster discussion, provide a range of approaches, and ensure objectivity (SpruceGroveQuest by MetroQuest, workshops, web survey, draft plan open houses by a partnership between IMI Strategics and Strategy Plus).
Planning Bylaw Milestones
Your Bright Future is a planning bylaw. To come into affect the draft plan required three readings, public hearing, and approval from the Capital Region Board
. Major changes were made after the September 2009 public hearing so a second hearing was held in May 2010 (overview of changes
).
Implementation
Your Bright Future includes a detailed implementation plan
. An 'Annual MDP Status Update' for Council and the community will help monitor progress made towards achieving the community's vision. Other important steps occuring in the short-term include:
- Land Use Bylaw re-write
- Community Sustainability Indicators development
- Transportation Master Plan update
- Engineering and Street Standards review
- City Centre revitalization plan
- Active transportation network analysis
- Transit Business Plan development
