Land Use Bylaw Review
The City of Spruce Grove's Land Use Bylaw is the document that regulates the use and development of land and buildings in the City. The last major revision of the Land Use Bylaw was in 1998, and since then there have been many changes in the building and development industry. Also, the City's new Municipal Development Plan has set a new vision for future growth in Spruce Grove that requires changes to current land use and development practices. In 2010, the City decided it was the appropriate time to conduct a thorough review and update of its Land Use Bylaw. This review started with widespread community consultation in September and October 2010 and the consultation process continued throughout 2011 as staff held additional meetings with stakeholders, including developers, the chamber of commerce, businesses and residents.
The new Land Use Bylaw was approved by Council on Nov. 13, 2012. The new bylaw responds to current development trends, best practices, and policy directions of the City's Municipal Development Plan and initial consultation activities.
Key dates in the approval process were:
May 2, 2012 – Open House
- The City hosted an Open House for the public to find out more about the draft Land Use Bylaw and to provide their written comments.
May 14, 2012 - First Reading
June 11, 2012 – Public Hearing
- This was an opportunity for the public and stakeholders to speak to the draft Land Use Bylaw at Council.
- A copy of the draft Land Use Bylaw was available on this website and at City Hall in advance of the Public Hearing.
June 25, 2012 - Council passed a resolution to conduct a second Public Hearing
September 24, 2012 – Public Hearing
- This was an opportunity for the public and stakeholders to speak to the draft Land Use Bylaw at Council.
- A copy of the draft Land Use Bylaw was available on this website and at City Hall in advance of the Public Hearing.
October 22, 2012 – Second Reading
November 13, 2012 – Third Reading
- The bylaw was adopted with an implementation date of January 1, 2013, in order to give builders and developers time to adapt their plans to the new regulations.
