Utility billing information



Prior to your occupancy or possession date The City of Spruce Grove requires an application for Water, Sewer, & Solid Waste Management services to be completed. The information required on this application is:

  • Name
  • Address moving to
  • Home phone number
  • Work phone number
  • Whether you are the owner or renter of this property
  • Mailing address for billing
  • Drivers license
  • Date to activate account (date of move in)

We require that renters provide us with one of the following at the time of signing:

  • a non-interest bearing renters minimum deposit of $125.00 to be returned after one year if your account is good standing
  • a letter of reference from another utility company stating your account is/was in good standing,  or
  • A co-signature from the home owner

Yes, upon signing the contract both renters and owners are required to pay:

  • A non-refundable customer service account application fee of $25.00.

Renters are also required to pay:

  • A non interest bearing renter’s deposit of $125.00 in the absence of a current letter of reference from a utility company or a co-signature of property owner.

Consumption rate is: $2.1280 per 220 gallons of water consumed/ or 1 cubic meter. 

Water consumption can change each billing cycle, and can be different from one household to another. 

Flat fee:

  • There is a bi-monthly flat fee of $11.67 for a 5/8 inch meter, which is the size installed in the majority of single-family residential homes.
  • This fee is determined by the size of meter in your home or business.

The bi-monthly flat rates are as follows:

5/8 inch $ 11.67
¾ inch $ 52.38
1 inch $ 69.09
1.5 inches $ 86.53
2 inches $ 86.53
4 inches $ 1221.71

Solid Waste collection is a $43.90 flat fee per bi-monthly billing for each residential dwelling unit.

Non residential properties are responsible for their own garbage removal.

Solid Waste is collected weekly throughout the year and must be placed at the curb or in the back alley if you have an alley, by 7:00 a.m. on your garbage collection day.

If your solid waste is not picked up on your scheduled date, it will be picked up as soon as possible.

The only exception to the regular schedule is Christmas Day and New Year's Day.

Bills are produced bi-monthly on the 1st day of our billing month, and are due 21 days after mailing (January, March, May, July, September, November).

The billing is based on actual water consumption reads that are taken on a bi-monthly basis for the billing period.

If unable to obtain a current meter reading we will do an estimation of consumption.

There are a number of reasons why your consumption could be higher.
  • Extra watering of your lawn (dry season, new grass)
  • Extra guests in the home (showering, laundry)
  • Bathroom / kitchen fixtures not working properly

If you suspect that a bathroom / kitchen fixture is not working properly you should do a check

First thing to check is your water meter reading.

  • Read your meter including decimal point (this is the number that will reflect whether there is consumption) before going to bed (do not use water during this time) and read again when you get up.
  • There should be no consumption during this time, and the decimal point reading should not have moved.
  • If the read does change, there is something in the home causing water to flow through the meter.

Toilets

  • Toilets are usually the big culprits
  • Toilets may not make a noise if they have a minor problem
  • To check for a leaking toilet use regular food coloring, place a few drops of food coloring in your toilet tank. DO NOT FLUSH. Wait anywhere from 5 - 10 minutes, even up to a couple of hours. If the coloring shows in the toilet bowl, you have a leak.

Taps, showers, and other leaks

  • Dripping taps and shower heads are visable to the eye
  • Water pipes within the house could have a leak and should be checked as well

Leaks are wasted water and every cubic meter is registered on your meter.

  • A stream of water 1/32" uses 25 gallons in 24 hours or 750 gallons in one month or $5.78 per month
  • A stream of water 1/16" uses 100 gallons in 24 hours or 3000 gallons in one month or $23.12 per month
  • A stream of water 1/8" uses 400 gallons in 24 hours or 12,000 gallons in one month or $92.46 per month

Pay at City Hall

  • When paying by cheque or money order, please make it payable to "The City of Spruce Grove", record your account number on it and provide your remittance slip to cashier to ensure that your payment is properly recorded.
  • We offer Interac services
  • Credit cards cannot be used for payment of utility bills.
  • “MAIL DROP OFF SLOT” is located on the (southeast) side of the building by the main doors. Please include the remittance stub with your payment to ensure that your payment is properly recorded. (Do not deposit cash in mail slot.)

City Hall is open Monday - Friday from 8:30 am to 4:30 pm (except holidays).

 Pre-authorized Payment Plan

  • Your total Utility Bill will be withdrawn from your bank account on the last day of every second month (January, March, May, July, September, November) in which the utility bills are issued.
  • You are welcome to apply for this service at any time providing your account is at a current balance.

Your Financial Institution

  • Pay in person at most Spruce Grove financial institutions (over the counter/through banking machine).
  • You can pay from the comfort of your own home by using the telephone or internet banking services.
  • Please keep in mind these payments are not received automatically by the City.  Please allow 3 business days before Penalty Date to ensure payments are received on time.  

Please ensure your 8 digit City of Spruce Grove utility account number is used.

If you have moved within the City of Spruce Grove, please contact your bank with your new 8 digit City of Spruce Grove utility account number.

Pay by Mail 

When paying by mail, please include the remittance stub with your payment to assure that your payment is properly recorded.

**If payment is for arrears to your account, please contact Collections at (780) 962-7634 ext. 149 and we will be happy to put a note on your account. This way we will not send you unnecessary reminder notices.

**Please allow sufficient time for the payment to reach our offices by the current due date.

To enroll in the pre-authorized payment plan:

  • Utility account must be current - no arrears.
  • Require you to complete a form, with your name, address and banking information.
  • Require a blank void cheque.
  • Once you are enrolled in the plan you will continue to receive a bi-monthly bill, which will show the amount that will be deducted from your bank account.
  • The withdrawal will be on the last day of the billing month. (January, March, May, July, September, and November).   No penalty will be levied.
  • A message will appear on your bill “Do Not Pay - Automatic Withdrawal".
  • To cancel this program, please notify us in writing or by phone 7 days before withdrawal and we will cancel your enrollment.
  • Utilities Preauthorized Form
  • PLEASE NOTE: Insufficient funds or account closure when payment is due will result in a NSF charge of $25.00.

If your bank account changes for pre-authorization

  • please advise us in writing 7 days prior to the bi-monthly withdrawal
  • include your new account number and other banking information
  • include a personalized cheque marked "VOID".

We will change your Utility Account banking information accordingly.

Yes.

Payment is due on utility accounts 21 days from the utility invoice date of mailing.

Late payment penalties shall be levied at a monthly compounding rate of 2.72% and will be added to and become part of the unpaid bill.

The Final Billing generated on a closed account is due 21 days from mailing.

Oustanding final billing balances are transferred to active accounts where possible.

 It is in your best interest to pay a final bill on time to protect your credit rating.

The Water & Sewer Services Bylaw C-272-99 allows for the disconnection of utility services after the due date for any non-payment of the utility account. 

Should your services be disconnected, a reconnection fee of $25.00, (during regular business hours, Monday – Friday 8:30 am – 4:30 pm except holidays) along with arrears, must be paid in full in order to restore services.

Please note: If you are experiencing financial difficulties and are unable to pay as required, the city will make every effort to work with you to bring your account balance to a current status in a reasonable time frame.

The City requires the following information to close an account:

  • Name
  • Account number
  • Address moving from
  • Date to do a final reading (to close your account)
  • Forwarding address for your final billing

The City requires 14 days written notice before the expected date of service cancellation.
