There were 565 single family residential homes approved in Spruce Grove in 2006, a 61% increase from 2005. In 2007 we saw an adjustment to normal levels with 400 permits approved.

Residential Lot Grading Information

The inspection and approval process in new areas is a proactive way of minimizing observed problems that arise from improperly graded residential lots. These problems have resulted in disputes between neighbors and significant time and effort by Administration in resolving grading issues.   Improper drainage can cause significant damage to homes and potential flooding of basements.

A summary of the process included in the Bylaw includes the following:

  • Review and approval of proposed lot elevations prior to issuance of a development permit.
  • Review, inspection and approval of as-constructed lot elevations submitted by the Applicant of the lot grades prior to the placement of topsoil (Rough Grade).  This will be required prior to an Occupancy Permit being issued.  The Bylaw recognizes that this level of lot grading may not be possible during inclement and/or winter weather.  In these cases the City would issue an Occupancy Permit if the Applicant provided a deposit of $1,000 that would be refunded when the grade was satisfactorily approved.
  • Review, inspection and approval of as-constructed lot elevations submitted by the Applicant of the lot grades after to the placement of topsoil.

The Bylaw also addresses new and existing areas for common problems such as roof leader drainage and sump pump discharge.  If not designed, constructed and maintained properly these can cause damage and safety concerns with neighboring and public properties.

The City of Spruce Grove requires all residential sites to conform to approved surface drainage plans.  For land zoned for single detached or semi-detached (duplex) housing and serviced by public sewer systems, the approval procedure is as follows:
